I am working in a website developed on Joomla 1.5, platform working on PHP+MySQL. I need to implement in this website a videochat with simultaneous translation
English->Portuguese, Portuguese->English. This solution will be developed with an open-source language, PHP, Java, Javascript etc.
I know it is possible to use the Google or Microsoft API-Translator, but I need that in the budget it is specified how much it will cost to hire those services, since they have or will have a cost.

How much it will cost to develop a videochat with simultaneous translation?
What will be the deadline for delivering this service?
Payment: how to find a way in which we ensure I have safety in receiving a solution fully working and you in receiving it?
